NL-KVK-41192276-GfC-Brazil-programme Stichting Wilde Ganzen/ IKON The aim of Giving for Change – funded by the Dutch government’s ‘Power of Voices’ programme – is to foster local giving as an expression of voice, civic participation, solidarity and dissent. The programme will build evidence around new thinking, approaches and leadership that support community philanthropy development. Giving for Change will promote community philanthropy as a strategy for achieving community-led development by increasing local ownership, buy-in and claiming of rights, and by challenging the notion that development is something that is “done to” communities by external actors. Against a global background of shrinking civic space, Giving for Change will encourage civil society organizations, including and especially human rights organizations, to value and adopt local resource mobilization as a form of constituency building, and as a way to strengthen their position as legitimate champions and defenders of diverse causes, with strong roots in the communities they serve. #ShiftThePower. While the programme will maintain an explicit focus on strengthening rights and claiming capacities of communities in relation to public government structures, another dimension of it relates specifically to challenging power dynamics, and establishing more equitable practices within the international development system itself. Programme activities will include action research, trainings and grants to stimulate local giving, which will be led in each country by national anchor institutions. The role of consortium members will be to help “weave” dialogue, learning and exchange across the programme itself, as well beyond to global platforms and audiences as part of larger advocacy and influencing efforts to transform development and philanthropic practice. The programme in Brazil will focus on community based initiatives, representing and targeting most marginalized groups; women and girls, black people, LGBTQI+ population, indigenous and traditional populations. They are not particularly targeted by the mainstream social investment ecosystem in Brazil. The focus at national level will be: - Changed mindset of relevant stakeholders on the value of community philanthropy and the #ShiftThePower agenda; - More resources channeled to local communities and to social justice and human rights CSAs (particularly to community-based CSAs, and to specific targets such as black community, women and girls, indigenous, quilombola and traditional populations, and LGBTIQ community). Different donors, including foundations and companies are targeted, including a specific event for the ecumenical movement in Brazil. - Increased public support for and resources channeled to local communities and to social justice and human rights CSAs, because of a broader acknowledgment within Brazilian society of the role of CSO and HROs in relation to democracy; a counter-narrative in the context of de-legimatization of civil society by government and conservative sectors. The approval took place at the Ordinary Session of the Legislative Assembly of Paraíba (ALPB), which took place on November 21st in the city of Patos, Sertão Paraíba (action resulting from support for a small project). The first strategy focuses on unlocking the collective power of CSAs, in which Development Expertise Center (DEC), the Consortium of Self-Help Group Association Promoters (CoSAP), and the Consortium of Ethiopian Human Right Organization (CEHRO) will implement the project, targeting various Civil society Actors (CSAs), Community of Practices (CoPs) and state actors. They will be supported to lobby and advocate state dutybearers and international donors; to thus influence and change the existing practices of donation and power dynamics. The second strategy is aimed at influencing government bodies in their engagement with CSAs /CoPs. The government has the responsibility to facilitate changes and support CSAs. Giving for Change will promote community philanthropy as a strategy for achieving community-led development by increasing local ownership, buy-in and claiming of rights, and by challenging the notion that development is something that is “done to” communities by external actors. Against a global background of shrinking civic space, Giving for Change will encourage civil society organizations, including and especially human rights organizations, to value and adopt local resource mobilization as a form of constituency building, and as a way to strengthen their position as legitimate champions and defenders of diverse causes, with strong roots in the communities they serve. #ShiftThePower. While the programme will maintain an explicit focus on strengthening rights and claiming capacities of communities in relation to public government structures, another dimension of it relates specifically to challenging power dynamics, and establishing more equitable practices within the international development system itself. The aim in Palestine is to impact community philanthropy and local resource mobilization so that larger development strategies by INGOs and governmental leadership plans for communities on a district level, and eventually on a national level, are informed by local community members and leaders who drive the ground work each day. This change must be in mindset, programming, funding models and regulation inter alia. The contributions from the different partners that need to be engaged will collectively have to make contributions including but not limited to space, time, coordination, expertise, technical backstopping inter alia. The practices that changed were around social accountability, in the sectors of roads &infrastructure, education, and finance. We anticipate that these practices will ultimately inform by-laws and laws respectively. In December, 2024, UNNGOF commissioned 2 studies; a comprehensive scan on the legal and policy framework for the philanthropy sector in Uganda and revenue collection practices and their impact on Local Economic Development. UNNGOF partnered with a CoP for youth participation and empowerment (Open Space Centre) to conduct a week's long philanthropy debate symposium. It attracted 180 young people from 11 African countries to engage in rigorious intellectual discussions, improve their debating skills, and participating the future of african philanthropy. There was demonstrable appreciation for the wealth that Africa possesses which had over the years benefitted a few, at the expense of the larger community. The debators challenged policymakers (who were present) to enact laws that enhance the potential of Local Philanthropy in ensuring gender responsiveness and equitable distribution of resources. 2. Parish Development Model (PDM)-Aimed at fast tracking government implementation, reviewing its effectiveness, making recommendations, and securing commitments from government actors. 3.The Grand bargain country level meeting: This was aimed at improving the quality funding-25% of donor allocation to local actors and harnessing the power of quality partnerships between donors and local actors (Master-servant relationship). In Ankole region, WACSOF (one of the COPs) drew the attention of the deputy speaker of the parliament of Uganda - they held a meeting with the speaker and other 5 CSAs on the proposed constitutional reforms from the community consultations. This is evident in qualitative statements in the mid term review report and success stories collected by UNNGOF teams. For example; 1.PAC has a social enterprise that was funded by C-fund(a media campaign van that is hired by both state and non-state actors(UNNGOF IPs follow-up survey report), 2. RETE-Ug a constituent of WECISNET(One of the UNNGOF partners) has received donations in voluntary time- communities are responsive to their calls-for-action. 3.WECISNET launched an NGO information centre and hired a compliance officer as a result of the P4D trainings and mentorships. 3 CSOs were recorded to have increased constituencies. Reason for the variance: There was a 6-month implementation pause due to leadership transition which affected our momentum building for the philanthropy social movement that we are working with. Consequently, we shall fast track the documentation of the CSA contributions in the first 6-months of 2025. 10 CSAs have increased contributions of constituencies, see below; In Tooro region: Community facilitators have continued to spearhead initiatives to build their communities; 1.Bagonza George William of Nyabuswa parish of Kabarole District lobbied for cement from SOs Village Fort Portal and Agency for Community Development and Welfare (ACODEWE) to support construction of 4 spring wells and communities contributed cash, labour and materials for the construction. 2.Isaac Mugisa of Karambi Ward North Division Fort Portal Tourism City advocated for public water tap stand Nyakasanja. The LC1 Nyakasanja mobilized the communities and contributed in cash, bricks, sand labour and land where to put the public tap stand in nyakasanja. 3.TOORONET running kits donatedcash and running kits towards the purchase of a sickle cell testing machine at Fort Portal Regional Referral Hospital.https://ugandaradionetwork.net/story/medics-in-fort-portal-call-for-establishment-of-sickle-cell-clinic?districtId=502 Sebei Sub region: 4.Sabiny Transformation initiative, a constituent of Kapchorwa Civil Society Organization's Alliance (a CoP member) is giving and teaching the girl child to make re-usable sanitary pads, and paying school fees for some children., 5. Aid Environment in collaboration with KACSOA and FH Association are giving free tree seedlings to farmers and vegetable seeds to women group. This has significantly impacted on the retention rates of teenage girls and improved the confidence and livelihood of farmers in the targeted areas. In West Nile Sub region,6. Through the advocacy work of West Nile Civil Society Network (WECISNET), the CoP lead on education, 7.the Arua One FM and Radio Access recognised the fruits of their community led advocacy and contributed significantly by offering free radio airtime to actors working in philanthropy. This in-kind support has amplified local philanthropic voices and mobilized citizens to contribute resources, and ideas to community development initiatives. 8. & 9. Further, 2 constituents of WECISNET, Empowering Approaches for Community Development (EACOD) and Oduluba Youth Development Forum(OYDF), communities were mobilised to donate materials to reconstruct a bridge and an investment (plastic chairs for community use during funerals) that offers a platform for advocate for keeping children in school respectively. 10. Notably, one of the community mobilisers, Harriet Fikira, has galvanized women in Ondoriko village (Arua City) to participate in skill building activities like baking, soap making, and crafting. Her voluntary time and leadership have inspired others to contribute training materials, time, and space, fostering a culture of shared growth and empowerment. Mobilization of Communities of Practice # of CoPs mobilized All baseline values of this programme are set at 0 continoued working with the same CoPs reported from last year The same 5 CoPs identified in previous years underwent a training on documentation and story-telling, as a result, we have witnessed more publications of stories on their website, use of social media and active participation on diverse media outlets. Additionally, they participated in reflection meetings to share lessons learnt as peers - this has resulted into commitments to replicate best practices, for example, RIAMRIAM is set to replicate the NGO information centre model of WECISNET with modifications. This further strengthens collective efforts towards community philanthropy. Continoued working with the same CoPs reported from previous years, In the course of the year, the CoPs played an active role in a number of events. 1. One of the members of the CoPs, PAC-Uganda conducted roadshow civic rights empowerment meetings in markets and trading centres, across 6 districts in Teso sub-region, eastern Uganda, reaching 5,039 people (2,992 males, 2,047 females). 2. In the spirit of building a social movement that harnesses the potential of Community philanthropy, the CoPs identified reliable media practitioners from across the country. UNNGOF organised a 2-days media symposium to create a harmonised understanding of the meaning and practice of Community Philanthropy. These are instrumental in shining a spotlight on local philanthropy, shaping narratives, and influencing social change in Uganda. Ultimately, UNNGOF plans to partner with a reputable institution to recognise and celebrate media practitioners who actively contribute to this goal.3.The CoPs spearheaded the mobilisation and facilitation of the LED conversation across the sub-regions. The 5 CoPs and their members were incredibly instrumental in following up on district and regional level LED meeting action points in the period between January to April, 2025. This involved congregating policymakers to speak to how far they had gone in implementing previous commitments. Resultantly, commitments within their mandates, like inclusion of advocacy concerns in budget allocations, were acted on. In Kapchorwa, through PPP, a road was constructed. Additionally, the CoPs were instrumental in mobilising CSOs to participate in the NGO policy review consultation process (https://unngof.sharepoint.com/:w:/s/MEAL_ngoforum.or.ug/EXDAFvoomRpKirovJflo9IAB2fTWgTnrwNkfAl2fXj6OLA?e=lldqfF). # of CSA actors involved in CoPs All baseline values of this programme are set at 0 908 CSAs of which include100 women led, 110 youth led actively participated in the dialogues and fireplace conversations with leadership of the 5CoPs. The increased rate of achievement was because of change of implementation approach for the national level engagements - the change involved a bottom-top approach of engaging with the LED policy through the 14 regional fireplace conversations and 7 regional LED dialogues, of which, each activity attracted atleast 15 and 40 participants per activity. See the details below: The CoPs co-convened the Local Economic Development(LED) conversations with District LED committees (7 dialogues). These discussions facilitated a reflection on how community philanthropy can support the implementation of the LED policy in Uganda. These insightful reflections triggered appreciation of the vast untapped wealth within districts, that required coordinated efforts to tap this potential. Likewise, there was commitment to constitute and activate district LED Committees. 255 individual Civil Society Actors(CSAs) participated in CoP activities, of which 87 were government leaders, 213 were civil society actors, and 37 were individual donors. The activities included: Local Economic Development follow-up with policy makers and other regional leaders, NGO policy review consultations(https://unngof.sharepoint.com/:w:/s/MEAL_ngoforum.or.ug/EXDAFvoomRpKirovJflo9IAB2fTWgTnrwNkfAl2fXj6OLA?e=IxvqXt), and at the Africa Regional Forum for Sustainable Development (https://sdgs.opm.go.ug/arfsd-11/). These interactions strengthened the linkage of local-level development issues to the national level as well as illuminated the role of each stakeholder in steering development in their communities. # CSAs trained in Lobbying and Advocacy and/ or domestic resource mobilization (by your organisation or by your grantees in this programme) All baseline values of this programme are set at 0 As part of membership servicing and efforts to build a society that recognizes, respects and harnesses the power of local philanthropy. Participants were not only enlightened on the value of local fundraising but also equipped with skills and approaches to make it work. Consequently, follow-ups are made to find out the trainees progress in implementing their fundraising plans. 5 trainings were conducted with 208 Individual CSAs representing CSOs (103 males, 105 females): 1 documentation and story-telling training, 1 capacity building training with media practitioners, and 3 physical LFR and MS trainings.The spike in performance from 60 to 208 was because of increased turn up of participants as a result of the relevance of the content in the current context of dwindling funding and dynamicism in the donor funding trends. In August, 2025, a Local Fundraising (LFR) training was conducted targeting UNNGOF membership organisations. Participants were imparted with skills to fundraise and developed their draft organisational strategies, which will be shared with their management for approval and implementation. Ultimately, UNNGOF will monitor implementation progress of the strategies. These officials encouraged citizens and the private sector to support CSAs through in-kind and cash contributions. 2. At national level, 2 meetings in collaboration with like-minded NGOs and government entities(Ministry of Internal Affairs and Uganda Revenue Authority(URA), and Office of the Prime Minister) were organised: The Country-level Annual Grand Bargain meeting and the National dialogue with the Ministry of Internal Affairs on tax policy for non-profit actors. At the regional level, 7 LED dialogues organised and facilitated by the CoP leads and 14 Fireplace conversations were convened by the CoPs. 5 engagements have so far been implemented, including the philanthropy week activities (Symposium, gathering of givers), Local Economic Development (LED) follow-ups, and the Africa Regional Forum on Sustainable Development (ARFSD). LED Follow-ups: 6 Multi-stakeholder regional advocacy engagements involving national-level actors like the Ministry of Trade and industry officials (for the case of Ankole Sub-region, Western Uganda) were held. Many priority community advocacy issues were illuminated, shared with policy makers, and some already been acted on. Results: In Kigezi, In Ankole Sub-region, the project proposals from these meetings were presented to the district council for deliberation, and these will be implemented under the Public-Private Partnership approach. In the Sebei region, through the advocacy of proposed LED projects, the Uganda Tourism Board was able to spearhead construction of one of the roads to the Sipi falls that would inturn unlock the region's tourism potential. The philanthropy week: This comprised of a series of events that set to amplify local giving efforts and givers across diverse targeted audiences like youth, media fraternity, sports for development actors, academia, and civil Society, among other actors: The activities included; a media campaign that engaged online audiences through participatory challenges that involved experience sharing on philanthropy, a philanthropy symposium which brought together a diversity of civic actors, most importantly, it opened doors into key government spaces. We will leverage the momentum it created to follow up on commitments as well as constructively engage with National Planning Authority, line Ministries like Ministry of Gender, Labour and Social Development(MoGLD) and Ministry of Local Government and parliament. Further,as part of the philanthropy weekwas the gathering of givers which sought to celebrate givers Government officials etc. are present in meetings and listen to CSAs # of government officials etc. in meetings All baseline values of this programme are set at 0 Overall, 395 government officials, 397 powerholders, and 180 individual donors and private sector actors participated in the Country-level Annual Grand Bargain meeting, the National dialogue with the Ministry of Internal Affairs on tax policy for non-profit actors, 7 LED dialogues, and 14 Fireplace conversations at regional level. The programme will build evidence around new thinking, approaches and leadership that support community philanthropy development. Giving for Change will promote community philanthropy as a strategy for achieving community-led development by increasing local ownership, buy-in and claiming of rights, and by challenging the notion that development is something that is “done to” communities by external actors. Against a global background of shrinking civic space, Giving for Change will encourage civil society organizations, including and especially human rights organizations, to value and adopt local resource mobilization as a form of constituency building, and as a way to strengthen their position as legitimate champions and defenders of diverse causes, with strong roots in the communities they serve. #ShiftThePower. While the programme will maintain an explicit focus on strengthening rights and claiming capacities of communities in relation to public government structures, another dimension of it relates specifically to challenging power dynamics, and establishing more equitable practices within the international development system itself.
